For many of our clients, bringing the family pet to Panama is a non-negotiable part of the move. The good news: Panama does not require quarantine for dogs and cats arriving with proper documentation. The not-so-good news: the paperwork requirements are specific, the timing matters, and showing up at Tocumen Airport with the wrong version of a form can mean your dog spends the night in holding while you figure out what to do next.

This guide walks through the complete 2026 requirements for bringing cats and dogs to Panama — what documents you need, when to get them, what happens at the airport, and what to watch out for.

✅ The Good News

Panama does not quarantine healthy, vaccinated dogs and cats with proper documentation. If you have the right paperwork, your pet clears AUPSA inspection at Tocumen and comes home with you the same day.

The Requirements at a Glance

Panama's pet import requirements are administered by AUPSA (Autoridad Panameña de Seguridad de Alimentos), the food and agricultural safety authority. Every pet entering Panama must meet these minimum requirements:

The 8-Week Preparation Timeline

The single biggest mistake people make is starting the pet paperwork too late. Here is the recommended timeline working backward from your travel date:

8+ Weeks Out

Microchip & First Vaccinations

If your pet is not yet microchipped, have the ISO microchip implanted now. Then schedule rabies vaccination — remember, the vaccine must be given at least 30 days before travel to be valid for Panama. If your pet's rabies vaccine is already current, confirm the expiration date won't lapse before you arrive.

4 Weeks Out

Confirm All Vaccinations Are Current

Verify that core vaccinations (DHPPi for dogs, FVRCP for cats) are current. Book your appointment with a USDA-accredited (or equivalent in your country) veterinarian for the official health certificate — this vet must be government-accredited, not just licensed.

10–14 Days Out

Parasite Treatment

Administer internal deworming and external parasite treatment (anti-flea/tick). Keep the product names, dosages, and dates — you'll need to document this on the health certificate.

5–10 Days Out

Official Health Certificate — Vet Examination

Visit your USDA-accredited (or nationally equivalent) vet. They will complete the official health certificate form, conduct a health examination, and document all vaccines and treatments. The certificate is only valid for 10 days from the vet exam date — your travel date must fall within that window.

3–5 Days Out

Government Endorsement

The health certificate must be endorsed (certified) by your country's official agricultural authority — for US travelers, this is the USDA APHIS Veterinary Services office. For Canadians, CFIA. Allow 2–3 days for this endorsement; some areas offer expedited service. Without this endorsement, Panama AUPSA will not accept the certificate.

Travel Day

At the Airport

Arrive with: original health certificate (endorsed), vaccination records, microchip documentation, and your passport. At Tocumen, proceed to the AUPSA inspection counter (near baggage claim area for arriving pets). Inspection is typically quick if paperwork is in order. Pay any applicable fees and your pet is released to you.

Country-Specific Endorsement Requirements

Country Government Authority Endorsement Process Typical Time
🇺🇸 USA USDA APHIS Veterinary Services Mail or walk-in to USDA VS office; vet must be USDA-accredited. Some states have VS offices. Online scheduling available. 1–5 business days (walk-in often same day)
🇨🇦 Canada CFIA (Canadian Food Inspection Agency) Vet must be CFIA-accredited. Submit to CFIA Area Office. Some provinces have online portals. 2–5 business days
🇬🇧 UK APHA (Animal and Plant Health Agency) Vet must be Official Veterinarian (OV). Endorsement via APHA. 2–3 days
🇪🇸🇩🇪 EU Countries National Competent Authority (varies) Use EU format health certificate. Endorsed by the country's official vet authority. 1–3 days
🇨🇴 Colombia ICA (Instituto Colombiano Agropecuario) ICA-endorsed certificate. Well-established process given geographic proximity. 1–3 days

Flying with Your Pet to Panama

Cabin vs. Cargo

Whether your pet can fly in the cabin depends entirely on the airline and the pet's size (including carrier). As a general rule:

⚠️ Confirm Directly with Your Airline

Pet policies change frequently and can differ by route, season, and aircraft type. Always call the airline directly to confirm your pet is accepted on your specific flight before booking. Some airlines have maximum numbers of pets per flight.

What Happens at Tocumen Airport

Upon arrival at Tocumen International Airport, pets (whether cabin or cargo) must be presented to the AUPSA inspection area. In practice:

If documents are incomplete or the health certificate is expired, AUPSA may hold the pet temporarily in their facility while you arrange for a local vet to re-examine and re-issue paperwork. This is stressful and expensive — prevention is much better.

Restricted & Prohibited Breeds

⚠️ Potentially Restricted Breeds in Panama

If you have a breed that appears on the restricted list, contact our firm before assuming you can't bring your pet. Rules evolve and there may be additional documentation pathways (liability insurance, muzzle requirements, certified behavioral assessment) that allow entry. Do not make this assumption last-minute.

Life with Pets in Panama — What to Expect

🐾 Veterinary Care

Panama City has excellent veterinary clinics, especially in Marbella, San Francisco, and Clayton. Costs are significantly lower than in the US or Canada. Many vets speak English.

🌡️ Climate Adjustment

Panama's heat and humidity can be challenging for dogs with heavy coats or flat faces. Most expat dogs adjust within 2–4 weeks. Early-morning and late-evening walks are recommended.

🦟 Heartworm Prevention

Panama is a heartworm-endemic country. Year-round heartworm prevention is essential — talk to a Panama vet immediately after arrival about the local protocol.

🏖️ Pet-Friendly Areas

Casco Viejo has some pet restrictions due to street layout. Marbella, El Cangrejo, and San Francisco neighborhoods are very dog-friendly. Bocas del Toro and Boquete are particularly popular with expats who have dogs.

Registering Your Pet After Arrival

Once in Panama, you'll need to register your pet with the local municipal office (Municipio) of your area. This is separate from the AUPSA import inspection and is typically required within 30–60 days of arrival. You'll receive a local registration tag. Some municipalities require a local vet certificate at this stage — your Panama vet can provide this.
